Starting a regional organisation

In a (one) country the foundation of a regional association will be initiated.
(for instance in the Netherlands this can be done very simple)

Then National federations will become members of that regional association
at least 3 nations should be represented, as well as at least 4 forms of kiting

After that the regional association will be altered into a legally more strict form
it will inform the association of sport federations, and so become an official international organisation.

Starting a world wide organisation

In a (one) country the foundation of a regional association will be initiated.

Members will be the regional associations, at least 3.
Again the Association of sport federations will be informed, as well as the IOC.

Goals:

Building a stable, preliminary framework,
allowing international competitions to be held
Allowing nations without a "complete" kiting organisation
to participate in both competitions as well as in building the final framework.
